Folliculitis or...: It could be an infected hair follicle or it could be a little sebaceous cyst. Assuming that it's small (1-2mm) If it's bigger than 2mm, then you should see a doctor. Any breast mass needs to be examined by a physician, unless it's solely a skin issue.
