Neither: The IUD increases one's risk for ectopic pregnancy only very very slightly. The mini pill doesn't increase your risk of ectopic. Statistically I wouldn't make a decision based on these 2 forms of birth control vis-v-vis ectopic given how little influence they would have. IUDs are very safe and a lot more effective at preventing pregnancy than the mini-pill.
