Yes could be allergy: In the evening, pollen and mold spores falls to the earth as the air cools so allergies can be worse at this time. Try having him stay indoors as night falls and close your windows in the late afternoon to keep the night air that is loaded with pollen and mold spores. See if that makes a difference.
