Yes: ELISA or enzyme linked immunoassay for detection of antibody against HIV has a window between 30 days and up to six but after initial HIV exposure. Western blot it's a confirmatory test if the initial ELISA test is positive. However, rapid qualitative immunoassay for antibody against HIV virus alone is not indicative of negative HIV test since The virus can be dormant for several months.

Not HIV positive: You are HIV negative. Only test if there is a new risk or exposure.
