Too much sun perhaps: Have you been out in the sun without proper clothing and sun-screen? That could be a cause of peeling skin.

Sunburn? Skin peel?: Difficult to say why your shoulders are peeling. Have you had a recent sunburn? Do you work outdoors? Did the peeling just start or has it been happening for a while? Ultimately, it would be best to see your primary doctor for a thorough examination
