Yes and no: Are you using an indwelling catheter or doing intermittent straight cath? The former causes bacterial colonization of urine and should not be treated with antibiotics. Stones can make treatment of UTI difficult. Neither stones nor UTI explain the low urine volume. If using indwelling cath, it should be changed ASAP. You need to see your doctor.

Low urine: Low urine flow per day will enable and promote stones. A stone may be blocking a ureter and limit urine flow. UTI can enable stones, particularly mixed ammonia-calcium-phosphate stones and staghorn stones. Nephrocalcinosis can develop in this setting too. If you drink more, will you make more urine? This will help.
