As a last resort: Modern day OB is getting away from instrumental deliveries for many reasons. Lack of experience and/or training, availability of c-sections, and risks of malpractice for less than perfect babies.... But, in well-trained & experienced hands, forceps can save an infant from brain injury, hypoxia, even death. Vacuums replace forceps in many hospitals & are also a safe alternative if needed.
