Probably not: Falling 7 feet will definitely provide enough force to cause those injuries. If he had a bone tumor predisposing him to the fracture, the doctor would have seen it on x-ray. I hope he has a quick recovery.

No: A 7 ft fall would be a sufficient injury to cause such a fracture, so there is no reason to be worried about a tumor. Tumors are pretty rare, and for the most part would be visible on the X-rays anyway.
