No Not Same: Rice Starch is a carbohydrate from rice. Rice protein is what your boyfriend is allergic to. The safety of eating rice protein depends upon how well purified the rice starch is. Good quality commercially purified rice starch should not contain rice protein and should be safe. However, if you are not sure it is best to avoid all rice product.

No: Since one cannot be certain on the purity of the rice starch, I would caution against eating it until proven otherwise especially when rice is not an essential food. If you have questions, consult an allergist.
