No: A normal heart rate is up to 100. A normal diastolic blood pressure is up to 85. There may be situations where these numbers may be appropriately expected in an individual however.

Possible dehydration: Blood pressure in the lower side can be associated with increased pulse. The diastolic( bottom) reading that you provide does not mach the systolic blood pressure. Is an unusual combination that we can see with some heart valvular problems. More likely the reading was not accurate. You should check with your PCP. For now, you should increase oral fluid intake and to start exercising regularly.

No: The heart rate is too high and the blood pressure has too small of a difference in the top and the bottom numbers. You should be evaluated by a physician if these numbers are accurate.
