Yes: A 2010 study showed that there has been a fivefold increase of diagnosis of celiac disease over the past 30 years, and that many of the newly diagnosed were elderly. Even if someone is had a negative test for celiac disease many years in the past, it is possible for them to go on to test positive later in life.

Any allergy: Any allergy can develop at any age. Food allergies tend to be in childhood. Gluten "allergy" is different and can manifest any age.
