Hanging tissue: See your GYN Dr. and have the area in question looked at. As stated, if it was noted after birth, you may have had a minor laceration from giving birth, and possibly the skin healed with this area "hanging down there." The Gyn Dr. would be the best to tell you if the area is fine or if you want it removed, if it can be or needs to be, etc. Good luck.
