Chelidonium: This is a complex group of alkaloids and other active chemicals which could do lots of things. As palpitations are very common even without taking agents, their appearance in coincidence with this agent is not surprising. I personally wouldn't take this agent, some of its components are significantly toxic.

NO, however...: Homeopathic cheledonium is one of many homeopathic remedies that can treat palpitations, suggesting that taking it can cause palpitations if not diluted homeopathically. However, the homeopathic form has virtually no actual chemicals & is not known to cause palpitations. However, if you had palpitations prior to taking it, they might worsen for a few days as a temporary aggravation/healing crisis.
