IF you try again make sure to have lots of foreplay, maybe use some water based lube and see if a finger can be inserted first without pain. Though at 21 she doesn't likely have an intact hymen, it may be of value for her to see a gynecologist to see if any issues. Be patient as losing her virginity is probably a big deal to her.
