Xray: best way to start is get an xray. This can also be a ligament or tendon sprain.

X-ray: You didn't give the story of how you hurt it, but the definitive way to tell if it is broken or not is an x-ray. I would have a physician examine you in person and if the exam and history indicate a need for an x-ray they can get it done. In the mean time ice, rest, and keep it elevated. Ibuprofen can help with the pain and inflammation.

X-rays: The only way to tell for certain if a bone in your foot is broken is by x-ray. Your symptoms sound more like a strain or sprain, not a fracture. But, if you had a recent significant injury, are big into sports, or don't notice improvement after a few days of relative rest, an x-ray is indicated. You might have a stress fracture or minor hairline fracture.
