Yes: Unprotected sex is unprotected sex regardless how long it lasts. Even if he did not ejaculate (cum) there is a lubricating fluid that does contain sperm. So the chances are lower than if he had ejaculated, but it is still a possibility for pregnancy.

Possible: Pre-ejaculate can contain minute amounts of sperm cells especially if a man has ejaculated recently before this kind of activity. It does not always take a full ejaculation to cause pregnancy. If no barrier method of contraception was used, chances are higher for pregnancy. Even with proper use, condoms can fail 18% of the time.
