Allergies: sounds like seasonal allergies. Have you tried an over the counter Antihistamine? Claritin (loratadine) or Allegra.

Nasal irrigation: Nasal and sinus tightening can be the beginning of infection. You could consider irrigating your sinuses with saline and/or neti pot available at most pharmacies. If you have not tried an over the counter antihistamine like claritan, that could be helpful too.
