Depends: If the cut is to the skin surrounding the eye, such as your eyelid, I would suggest keeping the area clean by washing with soap and water. Topical antiseptic cream may be used if cut is not too close to eye itself. If you have scratched the eye itself, refrain from contact wear (if you wear them) and have the eye examined if no better in 24hrs to assess for possible corneal abrasion.

Pen cap wound: Is the scratch ( most likely) on the eye-lid or on the eyeball? If it is on the eyelid, it will heal fast as most wounds on the face heal fast due to abundant blood supply. However, if there is some injury to the eyeball (the sclera - white part or the cornea-dark part, you should see a doctor immediately. Damage to the cornea can cause scarring on the cornea which can hamper the eye sight.
