Need to be examined: Pain in a testicle accompanied with it "rising" in the scrotum is concerning for testicular torsion. Other diagnosis are possible too, but torsion is a serious, emergent medical condition.

Testicular torsion: I think you should go to ER ASAP, you might have testicular torsion.
