Could be: sometimes symptoms like this are caused by pressure on a nerve or blood vessels. these symptoms have been described form prolonged bicycle riding on narrow, racing style bike seats. More serious, multiple sclerosis sometime causes sensory changes in perineum. In females and less so in males "pelvic congestion" can cause discomfort in perineum.

No: These are probably fasciculations. Fasciculations are small muscle twitches that are similar to the muscle twitches we get in our eyelids (or other muscle groups) They are like uncontrollable eyelid spasms. If you have other large muscle contractions or spasms (dystonias) that interfere with gait or upper body movements then see your medical doctor.
