Hard to say: Without seeing your skin. It may be that you have simple dry skin(xerosis). When it gets more severe it can make the skin appear like a snake or cracked porcelain. You may want to try a good emollient(hydrating lotion). But it could be other things like a form of eczema, which may also benefit from a steroid cream.
