Sometimes: Skin biopsies are generally easy to do, but some urgent care physicians aren't proficient at it because skin cancer is not an urgent issue. Many urgent care centers won't have the proper processing kits to transport the tissue to the pathology lab. Call any medical facility before you go to make sure they can handle your needs.
