Cellulitis: Sometimes a bug bit can become infected and have to be treated with an antibiotic. I would take her to be evaluated.

See your doctor.: This sounds like it could be a local reaction to an insect bite, but could also be an infection. Does she have a fever? How long has the swelling been there? She should be seen by a doctor. You could take her to the hospital ER if your doctor is not available. If your doctor will be available in the morning, you can call them then to have her seen.
