I have these hard bumps on inside of my thigh (2 of them). there is no puss and i have been outside a lot in the heat. are they staph or clogged pores?

Several options: Insect bites, clogged ducts, ingrown hairs, and localized infection are all options. Usually topical treatments like antibiotic ointment and warm packs are adequate treatment. If they continue to get worse, have your doctor check them out.
