See Pediatrician: A number of babies are born with clitoral adhesion. It is easily treated with a cream prescribed by your pediatrician. If that does not solve the problem, a minor surgical procedure can be done

Adhesions: If you have clitoral or labial adhesions, you may be able to eliminate them by repeatedly pulling on the clitoral hood, in 360 degree directions (up, down, left, right, rotating in circles as well), or by taking a hot bath. They ae often released at home. If they are severe or extremely painful when trying to release, seek the attention of a physician who may prescribe hormonal cream to help.
