Anything: could be anything ranging from eczema to an allergic reaction to an infection. It would take some more information and a physical exam from a physician to get to the cause.

Could be: Just very dry skin or possibly a form of eczema. See a doc who might be able to help you. I'm sure you have gone the moisturizer route without help already.
