No: Laura, Eczema is an autoimmune skin reaction, usually in response to an allergen. Unless you happen to be allergic to sugar, it should not effect your eczema. Hope this helps!

Possibly: Everyone's body is different and it's possible that too much refined sugar may exacerbate/worsen/flare a person's eczema. The only way to reliable tell is to consider a sugar "challenge" when his/her skin is doing well to see if his/her eczema flares. Be aware, it's not considered a classical trigger and may have nothing to do with flares. Best of luck.
