Sinus infection: Dry sinuses is the condition when the cause of the infection is not the presence of mucus but allergies. Sinus rinses are a great to introduce moisture back into dry sinuses, drink plenty of water and consult with your PCP for medication adjustment.

Migraine?: Migraine headaches can present as "sinus" headaches without any actual sinus symptoms. You could also have TMJ causing facial pain.

Sinus: Most likely sinus congestion, the nasal sinus can be inflamed without the posterior sinuses being affected. Try a decongestant and see if you get a few hours of relief before the symptoms recur.
