Possible Infection: An umbilical hernia can present as new onset bulging at the top or bottom of the umbilicus, a.k.a. belly button. This may also give it the appearance of being outwardly protruded, if that is what you mean by open. All that said, hernias are not usually red and swollen, unless something is wrong or there is some type of infection present in the area. Suggest having this evaluated in-person.
