GO TO A DOCTOR NOW: 2 yr old vomiting, ?dehydration. Loss of fluids not balanced with an intake of food or fluids is a dangerous mix for a child this age. Taking in water only will further endanger your child because very quickly, his electrolytes will become abnormal. This can lead to brain injury & more. Your child is already dehydrated by your description. Take your child IMMEDIATELY to doctor or emergency room.

See Dr now. ER ok: If your 2 year old is dehydrated already and is not able to hydrate orally, you should go to the children's ER. They may need IV fluids.
