Hypointense: signal on T1 and hyperintense signal on T2 are just the signal characteristics of fluid(as in a cyst). The significance of the peripheral enhancement would depend on the characteristics of the enhancement: very thin rim not very worrisome, thick irregular peripheral enhancement more concerning.
