I wanted to know is clinical depression ample justification for rudeness?

That is a judgement: call. If you are the person being rude - then I would caution you to try to refrain - it can damage relationships terribly. If you are the person whom the depressed person is rude to - I would encourage you to be assertive but also be liberal with compassion and forgiveness.
