Probably.: If you are talking about a lumbar (lower back) microdiscectomy, you pretty much need to do a laminotomy to get to the disc fragment or disc.

Herniated disc: No. When the disc is herniated lateral to the facet joint, no laminectomy is required. The far lateral approach is minimally invasive without cutting any muscles and a rapid recovery.
