Probably not: Heterochromia refers to a person's eyes having different colors, or sometimes a section of one iris is a different color. Some cases can be hereditary, so theoretically there could be a regional increase in heterochromia if people never move away from that area. But otherwise I do not believe that it is more common in any known culture or ethnicity..
