Unrelated: Inguinal hernia will not alter your periods , first make sure it is only a hernia you have , and for your altered periods , see your doctor

No relation : The hernia is not directly related to periods. Also, a lump by the belly button may be a hernia, but an umbilical hernia, not inguinal. A lump could also be a fatty tumor (not cancer), or a cyst. Best to see a primary care provider for a more complete evaluation and exam. Hope this helps!
