Doubtful: You can't donate if you have significant anemia & the amount of blood donated (waiting appropriate durations before donating again) should not be sufficient to prevent menses. Take care.

...'could'...: However, more likely to get lightheaded / have response to procedure, and might be more likely to test as low hemoglobin due to current blood loss. Better / less physiological stress for you to wait until a few days after period completed (assuming you are eating well).
