Lymph node?: If the swelling is just above the clavicle it could be a lymph node. I would have it examined by a doctor as it could also be a whole host of other things including muscle sprain/strain, joint swelling, bursitis, etc...

Neck/shoulder pain: Doubt this is related to the Implant of the COPD as they are in different areas and most likely not related anatomically and physiologically. Have the swollen muscle examined and treated by the Dr. to get some relief. In the mean time, you can try warm compresses and an NSAID if ok with your Dr. Good luck.
