Don't know.: It could be dry or possible yeast infection. Does drinking more water improve it? Can you wipe it off? See a doctor for opinion if you are concerned. It's hard to say without seeing it.

Chapped lips: If you lick your lips, they can become chapped. This can leave a white area around your lips where the skin has dried out from evaporation. Please see your Dentist if the ring is in any other location.
