It may: There is some data, mostly in specialized hypertensive(elevated blood pressure) rats, that capsaicin(the "hot" chemical in peppers) help dilated blood vessels. It's not as clear how strong if any that response is in people. So it may very well help out but likely at most, just a small bit. Though remember, every small bit can help out in the long run.
