Not really: If this condition has been going on for some time or is related to something you noticed following an injury or medical procedure then, it may be a consequence of something like that. It's still not NORMAL but it may provide a clue as to the origin of the problem. Seek out a neurologist to examine you for possible nerve root issues in the back or below the knee of the affected foot.
