Likely normal: Nipple tenderness is a common finding in a young woman near puberty or shortly after, and is the result of hormonal changes in the body and breast development. It can also occur from irritation from clothing, poorly fitting bras and is common in runners. Rarely it can be caused by infection. If there is any redness, skin changes or progressive pain, I would see your doctor to evaluate.

Most likely hormonal: Hormonal changes are the most common cause except for medications, trauma and infections. Being that she is 14, thelarche (breast development) would have already occurred months (years) prior. Avoiding caffeine and a supportive bra may help. If there is redness or continued pain, she should see her doctor.
