Not per se: There is some evidence, not strong, that low vitamin D levels are associated with cancer. However, low vitamin D levels are so common in the population as to be meaningless as a marker for cancer.

No it is not: Patients with cancer can develop vitamin D deficiency. In patients without cancer, it is not thought that low vitamin D levels are an indicator of cancer.
