My inner thigh was itchy and i kept scratching it over a pair of pants, later that night i noticed a big bruise with some darker spots.

Sounds like a bruise: However, it could be a bug bite and some of these are serious. Take a photo of it and post here or show your physician, perhaps you'll get a better opinion. Meanwhile, cool compresses will help with itching and won't worsen the bruise. Don't take any aspirin or NSAID such as Ibuprofen (your Advil) until this is resolved.
