General rash: The rash you describe us likely due to a fungus assuming it is not related to a STD. Elica cream is not the best therapy. An antifungal prep like Monistat may help or you may need a prescription like Mycolog. Keep the area dry in the future to prevent this issue. Applying baby powder daily often helps.

No: This is a potent topical corticosteroid cream. The pubic area is a sensitive area and I would avoid using a cream this potent as you can have significant side effects like skin atrophy, prominent blood vessels, and stretch marks if you don't have a pathology in that area that requires this.
