Hard to say: Pubic hair is stimulated by adrenal hormones separately from those of puberty. It does not mark the point of fertility. In reality, a male can have an erection at any age and females can get pregnant on any day of their cycle. Such a paring in my state would kand the 14 yo in juvenile hall for child sexual abuse.
