Yes it is possible : Unless a female is using contraception or the male is using a condom or had a vasectomy, Yes it is possible to impregnate someone by ejaculating on her underwear. Yes the sperm can travel through the panties and she can become pregnant. I have had many cases. Especially among teens. Use condoms. Use contraception. Be safe.

Very unlikely: Anything's possible, but that would be a long way to swim for the little guys. One would also need a lot of vaginal moisture all the way to the sperm so that the sperm wouldn't have to attempt swimming across any dryish spots. If worn correctly and all the time, underwear does perform well as an anti-pregnancy device. In general, sperm near the vagina just doesn't cut it. Near is not close enough.
