Few ideas: Typically these bumps could be sebaceous cysts, they could be little condylomas (from HPV exposure), they can also be skin tags, or an allergic reaction. A picture is worth 1000 words, so see a doctor if you're worried at all that it could be an STD as you would want to be checked thoroughly, if you've possibly had unprotected intercourse.
