TSH testing: Using only TSH to test thyroid function will detect the vast majority of cases. That sort of testing only works if the defect is with the thyroid gland itself. If there is a pituitary problem so the pituitary can't control the thyroid, the patient can be hypothyroid and have a normal TSH.
