Age/sun spots?: It is difficult to tell what you have without seeing them..But probably sun spots which are not dangerous

yes they can..it is called sun spots because often caused by sun exposure, but nonexposed areas can also have some..thus AGED spots.
Laser treatment is best!

Scratching: When i itches i scratches. You cannot help it. Better to determine why you itch and then see if you can fix it. Meanwhile you can try a lubricating cream. Several creams contain menthol for itch.

White Skin Lesion: Without a visual, it is hard to say. Does it look like an area of depigmented skin? Sometimes an area of chronic eczema with all the scratching and inflammation will lose its normal skin color. There are other possibilities: http://www.Rightdiagnosis.Com/sym/flat_white_skin_lesions_in_children.Htm. I would make an appointment with a dermatologist to check it out.
