Need to be seen: Not enough detail here for correct identification. If it sticks out like a finger, it is an acrochordon (benign skin tag). If it is a lump deep in the skin it is an epidermal syst or tricholemmal cyst. If you shave there it may contain an in-growing hair.Sometimes they have an opening through which you can squeeze out sebum which looks like cream cheeze with a sour odor.
